In response to “Fewer school districts can be better” (Editorial, Feb. 6): Within the California educational bureaucracy there has been a long-standing secret. When the state established its county departments of education (one for each county in the state) over 125 years ago, the purpose was to provide countywide schools for the unincorporated areas.
